ATTENTION ATTORNEYS - ECF Registration Forms: In anticipation of the elimination of paper notices by the Clerk to attorneys registered as ECF users, as contemplated by FRBP 9036, the court is updating the accounts of CM/ECF attorney participants. The attorney registration form has been updated to include a provision in which the registrant requests and consents in writing that, instead of notice by mail, notice be sent via electronic transmission. Please submit an updated registration form, if you have not already done so, no later than August 15, 2008. Click here for the Registration Form.

PROPOSED AMENDMENTS TO LOCAL BANKRUPTCY RULES -- NOTICE AND OPPORTUNITY FOR COMMENT - The Court's Advisory Committee has recommended amendments to the following local bankruptcy rules: 2083-1(p)(2)(A), 4001-2(a)(1)(A), (a)(2), (a)(3)(d), 4008-1(a), 5001-2(b), 6004-1(c), 9010-1(b)(5)(A) and (C), and 9018-1(d).
Each of the rules, with proposed amendments, are available by clicking on the link above. Please send comments to localrulecomments@waeb.uscourts.gov or to Clerk of Court, U.S. Bankruptcy Court, P.O. Box 2164, Spokane, WA 99210-2164 no later than August 18, 2008.
CM/ECF v3.2 - The new version of CM/ECF has been installed. Some changes you will see include:
1) Transcripts and Transcription Redaction;
2) Cascading Menus;
3) Searches to Menus and Events;
4) Amended Claims Docketing;
5) PDF Headers;
6) View Multiple Documents;
7) Create Appendix; and
8) Judgment Index.

Transcripts - In September 2007, the Judicial Conference adopted a policy regarding the electronic availability of transcripts. Transcripts will no longer be made available for viewing on PACER until ninety (90) days from the date of the filing of the transcript. Any person requiring a copy of the transcript before then may purchase a copy from the transcriber or view the document at the clerk’s office public terminal.
The redaction policy of personal identifier information in a transcript is also in effect. Personal identifiers to be redacted are social security numbers, names of minor children, financial account numbers and dates of birth. The process to redact information in a transcript is included in the Judicial Conference Policy on Privacy and Public Access to Electronic Case Files.
Chapter 13 Plan - A slight modification has been made to the Chapter 13 Plan. In Paragraph III.A.4.a Secured Claims, the column heading “Collateral Value” has been changed to “Secured Claim”.

Notice Regarding Debtor Audits - As mandated in Section 603(a) of Public Law 109-8, the Bankruptcy Abuse Prevention
and Consumer Protection Act of 2005, the United States Trustee Program (USTP) established procedures to audit petitions,
schedules, and other information in consumer bankruptcy cases filed on or after October 20, 2006. Pursuant to 28 U.S.C.
§ 586(f), the USTP contracted with independent accounting firms to perform audits in cases designated by the USTP.
In January 2008, the USTP temporarily suspended its designation of cases subject to audit for budgetary reasons.
The USTP can now resume the designation of cases, although random audits will now be conducted in 1 out of 1,000
cases (as opposed to 1:250 cases) filed in a judicial district. The USTP will resume its designation of cases subject
to audit effective May 12, 2008.
Order Submission Update - The Order Submission program is now accessed from within the CM/ECF filing system.
You will find the new link to the Order Submission program under the Utilities heading in CM/ECF.

Summary of ECF Activity - A new report has been added to the Reports Menu in ECF.
The Summary of ECF Activity lists e-mail activity in cases that the user is a party.
Attorneys may find this report helpful to verify if all ECF e-mails have been received.
United States Trustee Soliciting Comments on Proposed Rules - The Executive Office for the United States Trustees has issued
notice of Proposed Rulemaking as required by BAPCPA. The rules relate to trustee final reports and approval of credit counseling agencies.

Revised Chapter 11 Quarterly Fee Schedule - The chapter 11 quarterly fee schedule established by 28 U.S.C. Sec. 1930 (a)(6) is amended

The revised forms conform to the new IRS standards, which also take effect on
January 1, 2008.

Bankruptcy Rules effective December 1, 2007 - Various changes to the Federal Rules of Bankruptcy Procedure 1014, 3007, 4001, 6006,
and 7007.1, as well as new rules 6003, 9005.1 and 9037 are to take effect on December 1, 2007. Particular attention should be paid to 9037
concerning the duty of filing parties to redact certain identifiers.

Counsel using third-party filing software should be aware that their current software will need to be upgraded by this date to
report statistics and other data accurately.

Updated Means Testing Statistics Effective October 15, 2007 - The updated Census Bureau State Median Family
Income figures have been posted on the U.S. Trustee Program (USTP) Web site at: http://www.usdoj.gov/ust/. In addition,
the revised and updated Collection Financial Standards for Purposes of federal tax administration by the Internal Revenue
Service have also been posted.

Local Rules Amended -
General Order 03-07 amends LBR 1015-1 concerning Joint Administration and Consolidation of Cases and adds new LBR 1017-3
concerning the Dividing of Joint Cases. LBR 2016-1 amends the flat fee rule in chapter 13 cases by increasing the amounts
from $2,000 to $2,500 in consumer cases and from $3,000 to $3,500 in business cases,in addition to other changes.
Also amended were some notice provisions of LBR 4001-1. The changes took effect September 1, 2007.

Amended General Orders 03-05 -
The Judges recently signed General Order 02-07 that amended General Orders 03-05 authorizing the Clerk of the Court to sign
ministerial orders. These changes are effective July 3, 2007. General Orders can be viewed by accessing Court Information/General
Orders.

Meetings of Creditors location change for Yakima cases -
Meetings of Creditors scheduled in May 2007 and thereafter for debtors who reside in Kittitas, Klickitat and Yakima counties
will be held at the Clarion Hotel and Conference Center @ 1507 North First Street, Yakima, WA 98901. The Judge/Trustee
Assignment module is now available.
